As a fan of Star Trek in general, and Scotty in particular, I've been reading a series of novels called "Starfleet Corps of Engineers", set aboard a ship called The Da Vinci. Not to bore you with the details, but around the end of Book 6, the ship has a change of personnel forced upon her, and a new Second Officer is appointed. He's a Tellarite named Tev, and the further on into the stories I got, the more I felt that he sounded really, really familiar. He's an incredibly gifted engineer, knows it, and makes sure everyone else knows it; though as the stories move on, he also begins to appreciate his fellow-engineers and starts to form relationships with them. At one point he looks round an old space-station and calls it "An inflamed boil on the buttocks of the universe." Sound familiar? I'd have put all this down to my own fevered imagination, except that yesterday I had lunch with a writer friend who has seen the 'Writers Guidelines' for this series/character. In them, Tev is described as "Charles Emerson Winchester the Tellarite" !! And apparently, the Da Vinci's Captain is based on Colonel Potter, tho' I'd not picked up on that one.
